There are differing views on that, some say to get all your calories or even go over as long as you keep the ratios some say a slight calorie deficit, the big one that basically everyone agrees on is net carbs should be under 50-20 g. (for starting out I would aim for under 20 g).
From my perspective and what has worked for me personally was to ensure the following:
1. Not to go over 20 g of carbs. (never mind about the % as long as it was still under 10% at absolute most)
2. To keep fat calories in the (70% - 80%) rangeI didn't worry too much about total calories either way, deficit or excess.
