This varies with many factors including but not limited to: body weight, lean body mass (weight minus how much body fat), activity level, age, sex, previous diet, and certain health issues.
I was able to achieve consistent ketosis in about a week (as a very fat 51-year-old woman previously eating lots of carbs; I did fluctuate between a trace and mid-range on ketostik from day three). I've heard of people who need three weeks, or more.
If someone was already eating low-carb they may have been in ketosis already. In this case, if they tried ketostiks, the ketones might not register (the balance of the 3 kinds of ketone bodies changes after someone's been in ketosis a while, and since ketostiks only register one kind, a blood test might be needed to find their level of ketosis).
